Dues Schedule

Oregon Newspaper Publishers Association

The dues formula is the same for all weekly and daily newspapers. It is computed using a formula based on circulation and advertising rates. The circulation figure appearing on the attached dues invoice is the total average paid circulation of the newspaper last year.  The number was taken from the last Statement of Ownership, which was published in the newspaper in October for weeklies, or from the most recent ABC statement for dailies.

Circulation x annual subscription rate x .001

Plus

½ of full broadsheet (3/4 if tabloid) page in inches x general/national rate or

equals annual dues

Example:

A weekly broadsheet newspaper with 3,000 circulation and an annual subscription rate of $30.00, using a national rate of $7.00 would pay:

3,000 x 30 = 90,000 x .001 = 90

plus

½ x 129 =64.50 x 7.00 = 451.50

equals a total of 451.50 + 90 = $541.50

In addition, each newspaper is expected to participate in the Oregon Classified Advertising Network (OCAN). The proceeds of this program are used to fund our government affairs lobbying effort. If a newspaper chooses not to be involved in OCAN, it is required to pay a government affairs assessment equal to the annual dues.

Dues maximums:

Less than 25,000 circulation

$2,000

25,000 to 49,999

$2,800

50,000 to 99,999

$4,000

100,000 and over

$5,500

Dues may not increase more than $500 in any year for a member. Dues may be paid by deductions from advertising placed by ONPA into the newspaper.

Dues invoices are mailed to member newspapers in December and are due January 2nd. Dues can be paid in full until March 30, or paid quarterly in advance. If a newspaper fails to pay either in full or a quarterly payment by March 30, or authorize by signature a deduction from advertising, it is delinquent and notified by the Executive Director. If it fails to pay by April 30, it is dropped from membership.

Dues for Associate members are $300 per year.
